Obsolete the Streaming feature set

In ACS-6 we obsoleted set transfer mode, but some residual content remained for PATA. This proposal removes that content.

The ISO DIS ballot on ZAC-2 has surfaced a request to remove gratuitous capitalization of certain definitions of acronyms. This has been done in ZAC-3, but ACS-7 has similar problems. This proposal attempts to address preemptively the ISO DIS ballot comment for ACS-7.

Define a helpful (i.e., verbose) Security Protocol ID for the DMTF SPDM group's SATA/SCSI work products.
